PEORIA, Ill. – More housing for Peorians experiencing homelessness is officially open.
Phoenix Community Development Services operates Madison Apartments II — or, “Madison North,” in downtown.
“Basically, they have to be living either in an emergency shelter or in a place unfit for human habitation such as under a bridge or in a vehicle, the encampments that we see, places like that,” said Christine Kahl, CEO, Phoenix Developmetn Services, to 25 News. “Beyond that, there are no other criteria.”
Kahl says each apartment is one-bedroom, and Phoenix will also provide some other necessities.
Also included is a brand new mural painted on the side of the building.
“The ‘Dream. Hope. Believe.’ mural project is dedicated to increasing accessibility to the arts for all citizens, by turning an unattractive urban alleyway into a beautiful, positive space,” said Zack Baker, president, Phoenix Community Development Services Board of Trustees.
The mural will overlook what’s being called an “urban oasis” that’s currently in development.
Madison North effectively doubles the amount of apartments in that area.
