PEORIA, Ill. — The Heart of Illinois United Way and Home for All Continuum Care are partnering with Phoenix Community Development Services (CDS) to provide a mobile hygiene unit that will support homeless individuals in Peoria, Tazewell, Woodford, and Fulton counties.
The unit is called HOWIE and stands for Hygiene. On. Wheels. Independence. Empowered.
HOWIE features two complete bathrooms with showers, laundry facilities, and a wheelchair lift.
President of Heart of Illinois United Way Jennifer Zammuto said it’s purpose is to help provide a solution.
“With the ongoing response to COVID-19, [we] recognized the need for a long-term solution to address the need for accessible, safe, and free hygiene for our local homeless population,” said Zammuto.
“HOWIE does more than provide a shower and clean clothes. It helps individuals on the path towards stable housing.”
According to Zammuto, individuals who utilize HOWIE will be connected to services such as emergency shelter, case management, mental health services, and more.
Many community donors have contributed in the last year to United Way’s COVID-19 fund to make HOWIE possible.
United Way’s partner in the project, Phoenix CDS, already provide a highly successful outreach program, of which HOWIE will now be part of.
97% of those housed by Phoenix CDS Outreach program maintain their housing and do not return to homelessness.
CEO of Phoenix CDS Christine Kahl spoke Wednesday of the importance of adding HOWIE to the Outreach arsenal.
“Proper hygiene is now more important than ever, especially for those already at high risk for contracting COVID-19 because of their housing situation,” said Kahl. “HOWIE will contribute substantially to improved physical and mental well-being and better access to employment for those experiencing homelessness in our community.”
A stop at HOWIE will be just one step in services provided by Phoenix CDS, as the agency also provides financial assistance/education, credit counseling, and various supportive services such as employment assistance.
